In August 2019, All Elite Wrestling (AEW) held a compensation for each view (PPV) occasion named All Out. The occasion was a follow-up to September 2018 freely created All In the show, an occasion that prompts the establishment of AEW in January 2019. It was afterward affirmed in the show that Shida will shield the title against Rosa at All Out.

On the August 22 scene of Dynamite, it was declared that four groups will partake in a Tag Team Gauntlet Match on the accompanying release of the show to figure out who will challenge the AEW World Tag Team Champions, “Executioner” Adam Page and Kenny Omega, to a championship at All Out.
