In August 2019, All Elite Wrestling (AEW) held a compensation for each view (PPV) occasion named All Out. The occasion was a follow-up to September 2018 freely created All In the show, an occasion that prompts the establishment of AEW in January 2019. While AEW President and CEO Tony Khan had expressed that there would be a subsequent All-Out occasion, it was not formally declared until 2020 Double or Nothing PPV where a subsequent All-Out show was reported as happening on September 5, 2020, consequently building up All Out as a yearly occasion for AEW.

On the July 29 scene of Dynamite, #1 positioned MJF, who had never been stuck or submitted in singles rivalry, started a presidential political race-style mission to turn into the following AEW World Champion and held a “Condition of the Industry” address. On the August 22 scene of Dynamite, the NWA World Women’s Champion, Thunder Rosa, showed up without precedent for AEW and tested Hikaru Shida to a counterpart for the AEW Women’s World Championship at All Out, saying that she needed to bring the AEW ladies’ division some regard. It was afterward affirmed in the show that Shida will shield the title against Rosa at All Out.
On the August 22 scene of Dynamite, it was declared that four groups will partake in a Tag Team Gauntlet Match on the accompanying release of the show to figure out who will challenge the AEW World Tag Team Champions, “Executioner” Adam Page and Kenny Omega, to a championship at All Out. The groups that will take an interest in the gauntlet coordinate are The Natural Nightmares (Dustin Rhodes and QT Marshall), The Young Bucks (Matt Jackson and Nick Jackson), Best Friends (Chuck Taylor and Trent) and FTR (Dax Harwood and Cash Wheeler).
